[Dust2Only] Remember settings of returning players

It would be cool if the server could remember the settings (f.ex: /hud disabled, sounds disabled) of players returning to the server

In-order to do this the server will need to profile each player, then save their server settings against that profile so each time they join it loads things such as /hud disabled.

Not sure if this is going to be possible.
