How can U lower my latency in Counter Strike 1.6?
you should to use periority for ur steam running 
USE VPN ( FREE if u wann ) 
best vpn t ouse it Mudfish vpn u ll got FREE MOUNTH ! so use it and chose France or Swizerland .. some close country
** or maybe some ppl connecet with u on ur lan so make sure u r the only prsone who conenct on ur wifi

Clean ur pc , u can try some gamebooster or other for improve a bit ur CFG ( close running useless process)

Am not sure about VPN for low pc
