scan requests!!

it's been a seriously problem i think so i suggest that:
admins must not ask for scan bcz of other players asked him to scan other player bcz i've been in this situation for 4 times bcz of the same player who keep asking admins to scan me bcz he just hate me and bcz i killed him a lot of times when he is n1 in the match.
also that happened a lot for other players too, so i'll just suggests these 3 points here:
1. admins must go spectate and check if the player is a cheater or not then ask to scan.
2. no scans for only hate or bcz he killed me.
3.if admin is sure of that the player is cheating scan him and wait do not ban him until the player give a scan and for that make the spectate time more longer just at least as the scan time, or make who got a scan request have more time in spectate so the server won't kick him automatically.

yes this is the Adminship rules and we are already work with it , and if you see some admin abuse his power or not follow the rules you have many ways to prove your 

complaints like ss and record demo , and we have section about admins complaint in all server , We will be happy with your complaints and we will do the necessary

It's true that some players ask to scan other players abusively.

What I do is :
- Tell the player asking to scan another, in a private message, that I will spec him first.
- I spec, and then, only if I have serious doubts, I ask for scan.

I think it's up to admins to judge when is necessary to scan or not when a player ask for it.

well that's perfect i hope everyone do the same and ofc it's up to admins but finally i just wanted to make less unban requests   bcz most of them stupid problems for some players and some players don't know how even to get demo or do the scan or do anything else on their cstrike folder so they just play and get kills , but that means they won't use cheats.
anyways thank you @Doctor LXIII for your reply and i really hope that everyone trying to do the best for this community not just abusing power on normal players.
