I think everyone has side tracked from my original suggestion to force rates on players, but that's ok 
As for scrolling, personally, it should be allowed because it's really difficult for Admin's to focus on more important things in the game. It's simply part of CS and that's the way it goes.
Anyway I am sure scrolling has been discussed many many times and the rules are the rules. Perhaps a plugin will only lag the server some more? Less plugins = smoother game.
