Thank you for this suggestion, I was here to say the same thing.
I played in other servers with an anti-camp plugin and its very convenient.
It will push players to move and game will become more fluent.
There is already a plugin 'badcamper' in server but it only says who is camping, so,
I suggest, if owners want to, to modify this plugin to make it slap or slay campers with a camp meter at 100%.
Another interesting plugin is the one that slays all players that didn't accomplish the goal of the game (Plant/Defuse C4).
I would suggest too to add some rules, available by typing /rules or in the portal picture for example.
That rules can say things like no insults, no camp in base after 30 sec, play C4..
