To get. Better ping u should follow :
1 use turboSus ( game booster) took all network data so net only focus on CS 
2 U can use a clean VPN like mudfish VPN ! Proton VPN
They are very cheap ( 2/4$) and chose location like FRANCE /BELGIUM /UK
3 MAKE SURE THER IS NO BACKGROUND APP USING NETWORK WHILE U PLAYING
MY EX PING 80 NOW I GET 67-70

was using mudfish before and yes it improve ping as a number but your connection at any case have to go via additional IP (vpn) before reaching game server and back trip (send/receive)
this will have effect and cons too like losing or delay some packets.

So if the improvements in ping is not massive  like from 80 to 70, i prefer to keep it without VPN for more stable data exchange

in addition to check your background apps, also u may be sharing connection and network with several devices like some smartphones, this will effect your connection and ping for sure
